It is almost like a negating field. However if he is in contact with that person their powers are useless if he chooses. He can turn the power on and off at will. He can keep this up for a few hours. Granted he has to be touching the person. It does take energy to use the ability so if he is tiered or run down it doesn't work as well and sometimes not at all. If he uses it too long it can cause severe headaches and make him sick.

If she has communicated with someone before multiple times, she can feel their mental presence for up to 100 yards, but the connection tends to be weak. Her range only slightly increases when she is panicked and is attempting to find a specific person.
Communicating with a stranger is harder for Melanie because she currently struggles with finding the connection and holding on to it. With training, she might be able to hold a conversation with up to four people at the same time, but they would not be able to hear eachother's thoughts, only hers.
